戈登解釋，「支付招聘費用」本身未必構成強迫勞動，若工人能透過合理薪資償還，例如高收入專業人士支付招聘費用後仍能負擔生活，收入足以彌補支出，就不一定屬於強迫勞動。「但若費用高到超過工人可負擔範圍，使其陷入債務束縛、無法脫離雇主或仲介控制，則符合強迫勞動的定義。」當債務與缺乏流動性的簽證制度結合，更是形成強迫勞動的關鍵因素。
